It seems appropriate to close this Introduction by quoting Simón Bolívar.
According to the Liberator:
“The first duty of a government is to provide education for its people”.
There is no need to belabor the contrast between this lofty view of the
government’s role and the vulgar and cynical pronouncement that no doubt inspired a
group of dishonest citizens, both civilian and military, to perpetrate the shameful
electoral fraud which this book will document and establish beyond a shadow of a
doubt.
